California AG Rob Bonta is teaming up with attorneys general from states like Delaware, New Jersey, and Oregon.
The goal?
Filing a lawsuit to block Trump’s proclamation slapping a $100K fee on new H-1B visa petitions for highly skilled foreign workers.
The suit argues the fee is way out of bounds, claiming it violates federal law since immigration fees are supposed to cover processing costs, not skyrocket from the usual $2K to $5K to 6 figures.
This could hamstring employers in tech, education, and beyond.

Trump’s move aims to prioritize American workers and curb what he calls visa abuse, but challengers say it oversteps executive powers and hurts industries reliant on global talent.
This marks at least the third court challenge to the policy, with states pushing back on the financial hit to public and private sectors alike.
